Road Applications and Permits

Examples of activities requiring a permit: 

• construction of a new entrance
• changing the location of an existing entrance
• changing the design or width of an existing entrance
• changing a temporary entrance to a permanent entrance
• changing the use of the land into which the entrance provides access
• constructing a headwall or decorative structure to an entrance
• applying asphalt, concrete or any other road surfacing material to an entrance

Approval process

The property owner needs to complete and submit an entrance permit application at least ten working days in advance of the work. The entrance permit is valid for six months.

Next steps

After the entrance permit has been issued, the contractor must submit a road occupancy permit application for the installation of the entrance. Detailed requirements such as the size or materials will based on current Municipal Standards and included for the contractor's reference. 

The application fee is $100 plus HST. The application fee includes a review of the proposed entrance, recommendations for installation and final inspection when completed.

Examples of activities requiring a permit:

• entrance construction including curb cuts, culvert installation or removal
• paving of a driveway
• altering of roads, curbs, sidewalks or boulevards
• storage of disposal bins located on the right of way
• some ground pool installations and some demolition or building permits
• utility repairs or installations

Approval process

An application for road occupancy permit shall be made in the name of the person or persons performing the work and not in the name of an agent or property owner. Road occupancy permits are non-transferable.

The road occupancy permit applications must be submitted a minimum of ten working days in advance. Full road closures may take up to six weeks to process if Council approval is needed. 

The road occupancy permit is valid for 60 days from the date of issuance. Permits can be renewed at no charge a minimum of five business days prior to permit expiry. 

Under the Provincial Offences Act and the Road Occupancy By-law a person or agency can be fined $500 for failure to obtain a road occupancy permit.

Your permit request will be reviewed by staff and you may be contacted for further information. Payment can be made by cheque (to Township of Severn) or in person at our Administration Office.

If you would like to close a road temporarily for any reason, you need a road closure permit. You can apply online using the form below.

• description of the proposed road closure and activity

 Please submit your request at least 30 days before the proposed road closure.

 There is no fee for a temporary road closure permit. 

Annual moving permits are necessary for companies that require the movement of items or equipment (maximum width of 3.70 m, maximum height of 4.26 m and with a maximum weight in accordance with the Highway Traffic Act) repeatedly on the public right-of-way within Severn.  We require ten business days for review and approval of an annual moving permit.

If you need to move an oversize load such as equipment, vehicles, objects or structures on Township of Severn roads, you need to single moving permit. Oversized loads are any vehicle, load, object or structure 2.6 m (8.5 feet) in width, 12.5 m (41 feet) in length or 4.15 m (13.6 feet) in height. An oversized load is defined in the Highway Traffic Act of Ontario

Approval process

We require ten business days for review and approval of a single moving permit.

Most proposed new utility installations within municipal right-of-way require Municipal Consent. This excludes emergency work or single service connections.

If any part of the new installation crosses a provincial or County of Simcoe highway, you will need to have the needed provincial and county approvals.

All projects that require Municipal Consent must also have an approved road occupancy permit. The permit will will not be issued until Municipal Consent is granted.

Approval process

We require 30 days for review and approval of the Municipal Consent. Larger or non-standard submissions may need additional time. Municipal Consents are processed in order of submission. A Municipal Consent is valid for one year from the date of issuance. If the work is not completed within the one year, you must reapply.

Next steps

After the Municipal Consent has been issued, you should apply for a road occupancy permit. 

We do not charge a fee for Municipal Consent.

Applications for Municipal Consent must be made in the name of the utility. The submission must include complete and accurate plans including offsets from existing infrastructure and the depth of the installation.

Please submit a cover letter and full drawing set by email at least 30 days before you plan to begin work. All plans must be in PDF format. The cover letter should include the:

• utility company full name
• project manager contact information (name, address and phone)
• detailed description of proposed works (location and activity)
