Deputy Chief Building Official

The Deputy Chief Building Official reports to the Chief Building Official (CBO) and is responsible for enforcing the Ontario Building Code Act, Building Code and regulations in accordance with the Provincial statutes and municipal by-laws.

Rate of pay 

The rate of pay for this position is $102,535 to $119,953 per year plus a competitive benefits and pension package.

Duties

The Deputy Chief Building Official will:

  • assist the CBO with annual budget preparations
  • assist the CBO with the management of staff resource allocation by reviewing Council’s identified goals and objectives, current directives, daily client service needs, and special project status
  • communicate with members of the public regarding Building department inquiries and handling customer service issues
  • comply with the Occupational Health and Safety Act and Township policies and procedures
  • conduct site inspections as per the Ontario Building Code and assist other inspectors in gaining code compliance with follow-up inspections
  • issue orders, issue fines, file information with the Courts, and provide evidence at trial 
  • manage, organize and schedule daily activities and staff resources
  • oversee the septic re-inspection program in conjunction with the Septic Inspector
  • perform the duties of the CBO in their absence
  • request revisions from applicants when submission is incomplete or does not meet the Ontario Building Code requirements
  • review plans for all categories of buildings and issue permits as required
  • train staff and provide guidance, as necessary, to ensure that the policies, directives, and regulations are carried out in a manner that ensures smooth municipal operation, good staff relations, and excellent customer service 

Qualifications

The successful candidate will posses the following requirements:

  • post-secondary education in a 3-year program such as an Architectural Technologist or Applied Science Technologist, or a related field or equivalent years of experience 
  • Certified Building Code Official with a minimum of five years of related progressively responsible experience in the building field, preferably in the urban/rural municipal sector
  • qualified and registered with the Ministry of Municipal Affairs and Housing (QuARTS) in the minimum following categories as defined under Division C, Part 3 of the OBC:
    • Building Services
    • Building Structural
    • House
    • Large Buildings, Complex Buildings
    • Legal CBO
    • On-Site Sewage Systems
    • Plumbing All Buildings
    • Small Buildings
      • candidates who do not have Part 3 of the Ontario Building Code must be willing to complete the same within a specific period upon hire
    • ability to read and interpret plans, blueprints, and construction drawings
    • ability to oversee and manage a team of four
    • capable of handling conflicts and performing inspections, with the ability to multi-task
    • demonstrated effective leadership skills
    • excellent oral and written communication skills with experience drafting policies and reports to Council
    • excellent problem-solving, customer service, and negotiation skills
    • familiarity with Blue Beam and other municipal software is an asset
    • strong computer skills, including knowledge of Microsoft Office software and other related software packages with a strong sense of uses and opportunities for technology
Summer Student opportunities

Township of Severn is looking to hire three post-secondary students or graduates to assist with our seasonal summer operations. This is a great opportunity to develop transferable skills, support career goals, and learn more about municipal services. 

Employment term

Summer employment opportunities are temporary, full-time positions starting May 5 and continuing through to August 31, 2025.

The hourly compensation rate for summer students is $18.66 per hour for a 35-hour work week.

Administrative Student: Corporate Services and Finance department (1 position)

Job description

This role will be required to work with the Corporate and Finance Team performing various assignments.

Responsibilities will include:

  • assisting with the digitalization of records
  • drafting letters to residents with improper account numbers for Electronic Funds Transfer (EFT) import
  • filing preauthorized payment documents
  • supporting tax bill mailings
  • updating and maintaining Internet Technology (IT) inventory, records, and hardware disposal
  • updating Green Energy Audit invoices through inputting, organizing, and completing accrual calculations
  • updating account numbers for EFT import to municipal financial software

Qualifications

The successful candidate will:

  • be currently enrolled or recently graduated from a post-secondary education program, preferably Business Administration and/or Accounting, or a related field of study
  • possess strong computer skills including proficiency with Microsoft Office Suite
  • have the ability to effectively multitask

Public Works Student: Roads Division (1 position)

Job description

This role will be required to work as part of the Public Works Team performing various indoor and outdoor assignments.

Responsibilities will include:

  • assisting with the implementation of a new Computerized Maintenance Management System (CMMS), including data entry
  • assisting with traffic data collection and basic analysis
  • conducting compliance inspections for Road Occupancy Permits
  • conducting field surveys for road and drainage infrastructure (ArcGIS Field Collector and GPS)
  • general labour including assisting with traffic signage reflectivity measurement and sign replacement
  • performing general ArcGIS work
  • supporting roadside maintenance activities including the sidewalk inspection program

Qualifications

The successful candidate will:

  • be currently enrolled or recently graduated from a post-secondary education program in the field of Civil Engineering Technology or a related discipline 
  • possess strong computer skills including proficiency with Microsoft Office Suite
  • have the ability to effectively multitask
  • demonstrate good time management skills, punctuality, and reliability
  • provide their own CSA-approved safety footwear (to be provided upon hire)
  • hold a valid Ontario Class G driver's licence and acceptable driver's abstract (to be provided upon hire)
Public Works Student: Utilities Division (1 position)

Job description

This role will be required to work as part of the Public Works Team performing various indoor and outdoor assignments.

Responsibilities will include:

  • assisting with distribution maintenance including valve turning operations and documentation
  • assisting with the implementation of a new Computerized Maintenance Management System (CMMS), including data entry
  • conducting field surveys for collection and distribution infrastructure (ArcGIS Field Collector and GPS)
  • completing general labour including assisting with hydrant maintenance and performing general building maintenance, including string trimming and upkeep such as cleaning and painting
  • observing and assisting with treatment plant daily inspections and routine water distribution and wastewater collection system checks alongside Licensed Operators
  • performing general ArcGIS work

Volunteer Firefighter

Firefighting is one of the most diverse and challenging professions known today. It is this diversity that inspires most individuals to enter the service, both as volunteers and career Firefighters. About Severn Fire and Emergency Services

There are three basic purposes of Severn Fire and Emergency Services. First, to prevent fires or emergencies from occurring through fire safety education. Second, through fire prevention inspections and code enforcement programs, and third through response. We are here to prepare ourselves to control fires or emergencies should education and prevention not prevail. This is done through education, training, pre-incident planning, response, and by providing the proper equipment to complete the tasks as required.

The bottom line in the Fire Service is measured by the prevention and reduction of loss of life, pain, and suffering, and property damage in our municipality. We are here and prepared for one reason, which is to provide service to the residents and visitors of the Township of Severn.
